The reason why tax isn't included on product packaging is that the same product is often sold in different areas with different sales tax rates. The individual store owners CAN calculate and label the items appropriately, however, due to the variation and volume of products being sold this is not cost effective.
Minimum wage for employees who receive tips from customers is roughly $2.10/hr but varies wildly by state. This is because tipped employees often receive enough tips that they would exceed the state's minimum wage based on tips alone. The minimum value of tips received to classify a worker as a "tipped employee" is often $20 which, again, varies wildly by state.
Before anyone says, "the greedy employer should just pay them a regular wage!" This can be, and often is, done, however this would mean that the employee would not be able to keep the tips directly. They can be added into a "tip pool" and distributed amongst all the non-supervisory employees at the end of the night. This could result in conflict between workers if they feel the tips are not being shared evenly or lack of motivation to acquire tips by "front-end" employees since they won't get to keep the full amount. Were "non-tipped" employee to keep their tip for themselves instead of sharing they would be guilty of fraud and subject to termination or even criminal charges. These too vary wildly based on state.
There have been numerous attempts to stop this "tipping culture" but most tipped employees prefer it as they make far more than they would with a "fair" minimum wage.
