To be honest, he said he'd miss shit anyway but it's actually better to miss the bobbleheads till you get 10 in that SPECIAL stat. Bobbleheads allow you to go to 11 (unless that finally got patched), as does the SPECIAL book in Sanctuary, though with that one you need to debuff that stat first for it to work, so it's possible to take one attribute even above 11.
One of the things I really don't get about Fallout 4 is that you (if you chose the Minutemen path) can turn a settlement into a lump of turrets and somehow they still get raider and super mutant problems.
You know, modded gameplay is actually better if you already know and have all the mods you need or want and then start a new game, the game gets supremely glitchy if you start installing mods onto a new game, losing your frames, losing assets, so much more.
If you have a new game however, there are no glitches.
